[ Gaby's speculation earns a grim look from Peggy in return. She's wondering the same thing, of course. If the test results vary, that's a different problem altogether. But if they match, then someone out there is creating these bloody things or at the very least pulling them from someplace else and β€” what? Pointing them at the cities on purpose? Or losing control of them. Either scenario isn't a good one: a weapon or an accident. (Just like them.)

And to what end? Not very long ago, Peggy voiced the thought that these incidents are elaborate field tests for the displaced and their abilities. And should Gaby ever share those whispers with her and Fitz, it wouldn't surprise her, either. Creating a problem, naming a threat (them, Morningstar), and presenting the perfect solution is an old, familiar tactic to lull people into the belief that they can't live without your protection.

It also means that there's a fear, somewhere out there, that their control over the masses is slipping. ]
