Having you in there would mean they might think twice before locking anyone out of anywhere. If relief groups go out – they can be let back in. Some governors are stubborn about these, but I know New Tokyo won't be able to afford stubbornness. If there are survivors to be found, and lives to put back together, they'll take it.
