That's an interesting question, and as genuinely fed up with everything as Kovacs seems John can't... quite trust him so quickly. He could be a plant. He could be there to get information out of John. Or, alternatively, he could be someone who would sell it later for his own freedom.

"Oh," he says mildly, "not as interesting as this place. Do you think --"

Letting one hand drop from the glass John gestures to the back of his neck where the implant is --

"-- They can track us with this?"

Because he's betting they can, and John hates being tracked. Just a personal thing.
