Hi Tifa!

1. They're on opposite ends of the town. Needless to say, there will be UN attention on this event after the fact! But in terms of unsavory, it's hard to say. These politicians will be far less desperate/worried about their jobs because they're a part of the world's government.

2. Probably not! Akechi's berserking effect is mental, not physical. Otherwise, they won't be able to brutalize any of the UNA soldiers to the point of compliance. You're right in assuming that the program in place would help prevent that.

3. She might be better off using this skill on the Displaced themselves.

We forgot to reiterate it here, but from the planning post: "There is one power level up available for this event, granted for a thread of at least 5 log/action comments containing your character utilizing their power in some way during the event itself. They will need to reach the 5 comments required by JANUARY 1ST to be eligible. Submission will be handled on the wrap up post."

6. They've been warned that the Displaced are coming in, but they have no resources to spare for any of them at this time. They provide supplies and counteract the raids. There are figureheads, but like any Morningstar chapter, there is no explicit chain of command (as it's not a proper military organization). They'll be advised to not be involved with the raid, and they'll be a chapter that's reticent to involve themselves in Displaced affairs.

7. Probably not! They wouldn't be able to get that far in.
