Shinra is the government, I guess. [ It's what they've all known for so long at this point. ] I mean, they run everything, make all the big decisions, have the big army, fight in wars.

There's a pretty big divide between people who work there and the people who just happen to live in the city they own. It's not all bad, but it can be a hard life.
