"When we first got here, New Amsterdam wasn't accessible. Tifa and I got dumped off with a few other people in a warehouse in another big city. It wasn't really all that hospitable, so we only ended up staying there for a couple of nights. Since then, we've been living out of a cheap hotel in New Tokyo."

Between that and having to buy their own clothing, they've probably burned through most of their initial stipend by now. Soon, they'll need to get actual paying jobs or move into the safe house too. Which would be a definite downgrade in terms of privacy but Tifa seems happy enough to come here most days anyway, so it wouldn't be like too much else has changed in that regard.
