Some of those contracts were being fulfilled right here in New Amsterdam, so long as you knew where to look. [Of course, Loki's knowledge of where to look was helped along by his job at Pulsar. Akechi's involvement could still be outlined as him using a source.]

I wouldn't be surprised if those were all offloaded already. But legality means nothing if you're resourceful.
