I'll make it short, then. The implant that we all woke up with starts out unregistered, which is a big red flag to police if they notice, and more practically it also prevents you from being able to do a lot of things here, such as open doors.

[And hence why the safehouse's hatch is 'locked', for all intents and purposes.]

Therefore it's a risk to go out, both in terms of being unable to get in or out of anywhere, and the potential to attract attention. After a few days El will set up your implant with a fake ID and you'll have full access to everything the rest of us do; that's typically when you can leave the safehouse, but it takes about four days.

[And all of that explained--]

So although I won't stop you from just running off if you want to, I'm going to heavily suggest that you don't go out on your own without someone who has a registered implant with you. Coincidentally, I have nothing else to be doing right now.

[In other words, if Tewkesbury does want someone to go with him, he's volunteering.]
