It's not as though he has the power to curtail anyone's social or upward mobility in the Company save for the very specific ways in which he can make such climbing incredibly difficult if he's of a mind. There are certain traits in people he doesn't mind giving a hand up.

And a hell of a lot he doesn't want anywhere near Parliament.
