But the statement itself instantly gives him an idea of what the situation might be, even if he doesn't have any specifics yet. He purposefully doesn't look at either Garak or Amos, fixing his gaze on Stephen alone while also keeping very aware of the other two people in the room; although there's no obvious outward change it's still probably clear that he's now tense and very ready for things to take a turn.
