There are Kestrels all over because they were a notable group in the Aerie, but more specifically to New Amsterdam, they are an active underground group that isn't doing a great job in being underground, if you get our meaning. They're painting their bird insignia, and they're planning, mostly to do some violent acts (bombing, etc). Their biggest problem is that they both want to be violent in their actions, but are deeply traumatized from their time in the Aerie. So, they definitely need some focus.
What we're thinking is that Hook could spot them doing something that would harm civilians with a bomb, and could intervene and stop them from doing something stupid. Given his ideals (as a pirate), he's unlikely to come off as a know it all and instead will seem like he agrees with their overall goal.
And nope, not an issue! If anything, that would be an in when it comes to "the Kestrels would be more likely to follow the Displaced," because it would identify Hook as a person of interest to the Task Force. Aerie presence is not necessary, but the Displaced in particular have a reputation in New Amsterdam for defiance and not giving up despite the odds.
That said, it will cause problems when it comes to collecting evidence against the Displaced, but they're building a case and are still working on their direction. We'd just add this to the pile!
