Yes, he can certainly encourage looting—though keep in mind that a lot of small businesses are still recovering after a year of chaos, so they may not take so kindly to that. He'll need to pick his looting targets wisely. There are some businesses that are sneaky subsidiaries of corporations, so he'll need to do his research (or ask someone to do it for him).
